Add custom JS & CSS capabilities

The ability to add custom JS & CSS would benefit docs.
I cannot see how this is achieved.

I would like to be able to update the JavaScript so that when one nav dropdown opens, the others automatically close. This will make it a lot more usable for docs visitors as having too many dropdown nav options open makes the nav complicated and easy to get lost.

I require Kitty's help to see if this is possible.
