These tests have several issues:

• Assumes that navigation.reload persists scroll position in session history
• Assumes that navigation.scroll from when navigationType is "reload" scrolls to indicated element

The tests should scroll to event's relevant global object's navigable's active session history entry's scroll position data from when it was last persisted, which is from calling navigation.navigate("#frag").
