PR preview not working

As you can see from recent PRs like #124 (comment), PR preview is not working. I cannot debug this further since I do not have enough privileges to view the right repository Settings. @anssiko would you be able either give me such privileges, or debug this to help us get it working?

@deniak is there a known outage with PR Preview? Disappeared somewhere between PR #98 and #113.

We haven't touched the .pr-preview.json, GitHub Apps Permissions are all green, repo access OK. No changes there.

@tobie do you know why PR Preview is not adding the links to the PR?

Unsure. I believe there was an odd billing issue with AWS that might have caused issues. There also was a case where an error would be swallowed instead of surfaced to PR. I fixed both. Can you edit the body of this issue to check?
