Implement notification when a new tool version is available

Implement auto-updating of the tool.

Use NetSparkleUpdater.UI.Avalonia framework.

Just inform the user about a new update incl. a link on where to get it.
There shouldn't be many updates for this tool anyway, its mostly about the error code sync, isn't it?
