`--pinfo` option not working with `--fhir` Option

1. These options do not seem to be working: ./cpp2sqlite --lang=de --pinfo --fhir --inDir ../input
2. I get the FI in the output database.
3. Sometimes it is the FI and sometimes it is the PI.
