Adds improvements to the memory management (no reduction though) for the cpu/gpu part and adds a test file for the BoundedMemoryResource.
The main goal is to use the pinned host memory from the GPUFrameworkAllocator and use it for the data which we transfer to the device, then hopefully via DMA. (we are doing this right now already but then we don't have to pin the memory ourselves anymore which saves time at startup&end)
