Fix mismatch between GPU framework and HIP __launch_bounds__ definitions + optimal GPU parameters for PbPb data

Fix s.t. minimum number of blocks per Streaming Multiprocessor is correctly translated to Warps per Execution Unit for correct use of HIP launch_bounds.
Added optimal parameters for MI50 and MI100 GPUs to achieve from 8 to 10% of gain in TPC sync reconstruction.
