Removes the "Alpha Team Canary" workflow (
.github/workflows/release-canary-pr-update.yml).This workflow maintained a never-merge canary PR (titled
no-merge: alpha canary PR) on thead/chore/ci-release-pr-canarybranch, mergingnextinto it on every push touching**/bootstrap.sh,ci3/**, oryarn-project/**to periodically exercise theci-release-pr/ci-network-kindCI labels. It is no longer needed.The stale
