Fix publish pipeline test paths for typespec-python#3428

The typespec-python test directory was restructured from separate test/azure/ and test/unbranded/ directories into a consolidated tests/ directory with ci-azure and ci-unbranded tox environments. Problem
The publish-release pipeline (build 6123153) fails because it references the old typespec-python test directory structure.
The test directory was restructured from separate
test/azure/andtest/unbranded/directories (each with their owntox.iniand acienv) into a consolidatedtests/directory with a singletox.inicontainingci-azureandci-unbrandedenvironments.Fix
Updated
publish-release.ymlto use the new paths:cd test/azure+tox run -e ci→cd tests+tox run -e ci-azurecd test/unbranded+tox run -e ci→cd tests+tox run -e ci-unbrandedThis matches the pattern already used in
internal-ci.yml.
