Summary

Added Write Tests critical rule (Bump the npm-development group with 6 updates #8)
Added Run Validation before commits critical rule (Bump typescript from 4.9.5 to 5.7.2 #9)
Renumbered existing rules (Bump eslint from 8.57.1 to 9.16.0 #10, Bump ts-jest from 27.1.5 to 29.2.5 #11)
