Motivation

• DSMON-1102: Add kafka_cluster_id tag to self hosted Kafka metrics

DSMON-1102 requires jmxfetch 0.51.0 which implemented support for configuration-level dynamic_tags

But we cannot upgrade to that release without breaking support for GraalVM metrics (DataDog/jmxfetch#554 was reverted to restore Java 7 support)

So we cannot update integrations-core until we update jmxfetch, and we cannot update jmxfetch until the GraalVM metrics support is re-implemented in such a way as not to break Java 7 support.
