Generalize the support levels definitions so they apply broadly to all OpenTelemetry components and configurations, not just the DDOT Collector. Update references in the unsupported runtimes guide accordingly.

What does this PR do? What is the motivation?
Moves the "Support levels" section from the DDOT Collector page to the Feature Compatibility page so it applies broadly to all OpenTelemetry components and configurations (not just the DDOT Collector).
