What does this PR do?
Manual backport of #24019 to the 7.81.x release branch. Bumps Python from 3.13.13 to 3.13.14 across builder images and pins:
PYTHON_PATCH=14,PBS_RELEASE=20260610, new aarch64/x86_64 sha256)ddevPython version constant.deps/image_digests.jsonNote:
.builders/images/macos/pbs.envis created here because #24021 (the 7.81.x backport of #24015 that introduced the file) has not merged yet. When #24021 lands it will need a small rebase to drop the duplicate add ofpbs.env.Motivation
The auto-backport bot failed to open this backport — see #24019 (comment). Creating it manually so 7.81.x picks up the latest Python patch release.
