certificate_manager_certificates: remove CheckTestAttrSet for certificates.0.managed.0.provisioning_issue.0.details

This test has a field which produces inconsistent results due to it being marked as unstable. Removing it allows the test to be ran fully without receiving a false test failure due to a field that is already marked as unstable in the API reference
