Fix untranslated deep analysis paragraphs and ILO proposition misclassification across 14 language articles

Two content bugs in the 2026-03-05 government propositions articles affect all 14 language versions.

Deep analysis section — untranslated body text (12 files)

All 6 body paragraphs under the deep analysis section (Timeline & Context, Why This Matters, Winners & Losers, Political Impact, Actions & Consequences, Critical Assessment) were left in English in the 12 non-English/non-Swedish files (ar, da, de, es, fi, fr, he, ja, ko, nl, no, zh). Headings were translated; body text was not.

Each paragraph is now translated into the target language. Example (zh, before → after):

ILO Convention misclassification — all 14 files

Prop. 2025/26:134 (ILO convention on abolishing workplace violence/harassment) was tagged as "environmental and climate policy, labour market policy" with a boilerplate blurb about EU climate commitments — clearly wrong for a labour/social policy instrument. Fixed in all 14 languages to classify as labour market and social policy with ILO-specific rationale.
