Extend _tensor_elementwise_impl with binary functions and use it for dpnp

This PR extends _tensor_elementwise_impl with part of binary functions :

add,
atan2,
bitwise_and,
bitwise_left_shift,
bitwise_or,
bitwise_right_shift,
bitwise_xor,
