Fix Neha Narula update-history score

Summary

• correct the Neha Narula update-history entry from score 1->3 to score 1->4
• keep root data.json and public/data.json in sync
• align the history entry with the current developer record and April 3 source-backed proactive stance

Why

The current Neha Narula developer record has quantum_urgency_score 4 and cites her April 3 post calling for prioritizing Bitcoin post-quantum design now. The update_history entry still said score 1->3, which makes the history inconsistent with the current data.
