Description

This PR includes changes to:

• /features-letters - added certain eligibility criteria for who can use the NHS barcode
• /pricing-letters - introduced NHS Notify's standard postage as default, removed pricing for 1st and 2nd class, removed sections on accessible formats pricing and returned letter costs as these are factored into the blended rate of the standard postage
• /delivery-times - removed 1st and 2nd class times and added standard postage rate delivery time, and added info about Royal Mail's reforms - also noticed we linked out to NHS App messages features page but not the other channels so added these in
• /get-started/onboard-with-nhs-notify - made tiny style tweaks to non-showstoppers that I spotted in my review last week - changed one instance of 'setup' to 'set up' when it was used as a verb and added links to our Sandbox environment, API docs and MESH docs

Context

CCM-8851 details some of the context.

NHS Notify is moving to being a paid-for service for letters, which we need to communicate in a sensitive way and tying in with being digital-first.

We need to communicate the new default standardised postage rate, and Royal Mail's reforms that may affect delivery times.

The /onboarding changes are just style fixes and adding a couple of helpful links.
