[codex] prepare CLI 0.3.0 release

Summary

• Prepare the CLI package for a 0.3.0 release candidate, including package metadata, package README/LICENSE, and consistent tool/version outputs.
• Mark the root workspace package private to block accidental root publishes while keeping the CLI workspace publishable.
• Document release checks, package smoke steps, and the next repo-audit CI ergonomics phase as a draft scoping note.

Validation

• npm test — 229 passed, 0 failed
• npm run validate — ok: true
• npm audit --omit=dev — found 0 vulnerabilities
• npm pack --dry-run --workspace packages/cli — openclaw-geo-seo-audit@0.3.0, 34 files, README/LICENSE included
• npm pack --dry-run --json — root dry-run still simulates a large private workspace tarball; root is now private: true and documented as not the publish target
• Installed packed CLI smoke: --version, --help, and explain-rule indexability.noindex

Notes

• This PR does not implement new repo-audit CI emitters. It only records the next phase as a draft scoping note.
• Ranking, SERP, and AI-answer visibility language remains limited to supplied evidence imports.
