Adds Changesets release management for this single-package Bun package.
This introduces the Changesets CLI/config and contributor release docs, adds a GitHub Actions release workflow that opens or updates version PRs and publishes through npm Trusted Publishing, and includes an initial minor changeset so the first release PR should target 0.1.0.
