Modern "superchips" like GH200 or GB200 have no support for
turbostat. To measure the CPU power, one needs to use NVML. This PR introduces support for measuring this module power. This can be CPU+GPU or CPU+CPU (like NVIDIA Grace+Grace).This uses a different API than the other NVML calls as changing the scope is only supported when using the newer fields based API.
