1489 Fix Epidata ci

Changes and Information

Please briefly list the changes (main added features, changed items, or corrected bugs) made:

• Compare versions with parse from package packaging ( since pkg_ressources is from setuptools and this not available per default in newer python versions anymore)
• Handle NaN error in NUTS3 test
• Fix for CLI tests ( unknown args only fail if not in unitttest/pytest)
