This PR adds:

  • docs/CRITICAL_MIGRATION_PLAYBOOK.md: End-to-end, phased migration playbook with backout steps
  • scripts/migration_orchestrator.sh: Restartable orchestrator with phases, logging, and resume support
  • WARP.md: References to playbook and orchestrator with quick-start
  • CHANGELOG.md: Unreleased entry noting additions

Safe to review; no migration actions are performed by default.
