LGTM other than comment regarding PR title/description, assuming this is only still a draft because the deployment was refusing to start. Changing the runtime setting in the azure app service slot fixed the startup issue (the site and static docs all appear fine now)
Repro for NavigationException: Open site, paste /docs/v3/obsolete into browser, click Get Started > Documentation

Because no stable DocFX release that works with the .NET 10 SDK is available at the moment, we've built our own binary from cherry-picked PRs, hosted on box.com and downloaded on demand. This is a temporary workaround that should be reverted once a working, stable release is available.
This PR also updates the Blazor app to .NET 10. During deployment, this requires configuration changes in the Azure app service slot to use .NET 10.
