Adds env plugin with three read-only subcommands for inspecting what's
registered against the connected environment:
env plugin assembly list — assemblies with version, isolation mode and
source, optional --name substring filter
env plugin type list — plugin types and workflow activities, filterable
by --assembly and --kind (plugin/workflow/all)
env plugin step list — SdkMessageProcessingSteps with message, entity,
stage, mode, rank and enabled state, filterable by --assembly
