pre-commit: auto add license headers for all YAML files

Fix and standardize one license header

Description

This PR uses pre-commit to auto add license headers to YAML files when they are missing.

So one step better that just checking for missing licenses with the rat pom check.

We are already doing this for Markdown files.

A bit more automation added
