As noted at the top of this file, please don't edit it manually - the 'source of truth' is actions.yaml.
However, even there, we are migrating away from wildcard imports, and instead requiring explicitly pinned actions #666
Is there anything in particular that makes specifically-reviewed setup-terraform versions difficult?
