Summary

NIFI-15582 - pg-change-all-versions may not upgrade the process group although a new version is available

This is because of the frequency at which NiFi checks if the PG can be upgraded or not. Since we already know, at this point of the code, that there is a new version available, we should do the upgrade even though the process group is showing up to date.
