Summary

Add metrics support for log-agent-server module
Introduce AgentServerMetrics class for tracking agent server metrics
Integrate metrics collection into DefaultPublishConfigService

Test plan

Verify agent-server starts successfully with new metrics dependencies
Confirm metrics are correctly recorded during config publish operations
