DRAFT Requires #10366, #10367 and #10368 to be merged. This PR contains those changes as well.
What changes were proposed in this pull request?
Now that OM, SCM, and Datanode are switched to the new versioning framework, we can remove unused classes from the original version framework. This change only removes dead code.

How was this patch tested?
All existing tests should pass. No new functionality was added.
