Update NuGet package versions across AddressData projects, including: - Test dependencies such as NUnit, NUnit3TestAdapter, Microsoft.NET.Test.Sdk, Reqnroll.NUnit, RestSharp, and coverlet.collector - Web API dependencies such as Swashbuckle.AspNetCore, OpenTelemetry packages, and Azure container tooling - Core dependencies such as Microsoft.Extensions.Http - Resolve dotnet format issues
