Fix runtime errors

Issue

Description of Changes

• Fix chat crash in minified code due to missing chat config
• Update SageMaker extension tsconfig files to work with watch npm targets
• Fixed chat patch by removing remaining extensions and chat view panel

Testing

• Tested locally by using watch build target together with scripts/code-server.sh to run a development Code Editor server
