Bump quic to 1.6.3 and webtransport to 0.3.1.
webtransport 0.3.1 requires quic 1.6.3, so the two move together (h2 stays at 0.8.0). No hackney code change needed; xref, dialyzer and the h2 / WebTransport / HTTP3 suites pass.
