📔 Objective
Refactors subscription cancellation and reinstatement flows with SubscriberService calls in a feature-flagged flow. The changes add support for a new command-based approach to subscription management, update controllers and services to use this approach when the relevant feature flag is enabled, and enhance the test suite to cover both legacy and new flows.
