changed script name from assistant to Genie Code. Updated script logic to install skills to ensure they are available before uploading to workspace. Updated main README with description and install instructions
updated README with more context
Install steps installed skills in databricks-skills which was not at the root level and caused issues with the install to workspace script. code was fine just documentation was slightly wrong.

no. only the 25 OOB skills, the apx and mlflow skills are uploaded to the workspace user skills directory. |

created a single install script that installs skills and has flags to upload to genie code if desired. simplifies the install for future enhancements
