Update docs nav link to point to Microsoft Learn

aka.ms/devproxy now redirects back to devproxy.net, making the "Docs ↗" nav link circular. Updated both desktop and mobile nav links in Layout.astro to point directly to https://learn.microsoft.com/microsoft-cloud/dev/dev-proxy/overview.
