Add a shell script to generate a >3MB wasm file for testing chunked canister installation. The script skips generation if the file already exists and is large enough. Also add wasm-tools to CI workflow for the script to work. Co-Authored-By: Claude Opus 4.5 <noreply@anthropic.com>
