This PR cleanly removes the "Removal of rate limiting" section from the DVP program documentation. The change:
- ✅ Removes the section from the benefits list
- ✅ Removes the corresponding heading and content
- ✅ Leaves no broken internal links or orphaned references
- ✅ Maintains good content flow (Priority search ranking → Co-marketing opportunities)
- ✅ Preserves all markdown formatting
- ✅ Does not affect vendored content
