To make it easier to specifically version, release and lock the dependencies of externally depended upon functions, I'm moving the functions into a top level 'external' function.

I will make PRs in the affected databases to migrate and pin their dependencies to this new folder. The code is currently duplicated to avoid breaking downstream users. Once migration is complete, I'll delete the duplicated code.
