Fixes the helm docs generation step failing because the
helm/directory doesn't exist in the checked-out repo.mkdir -p $GITHUB_WORKSPACE/helmbefore copying the generated filehelm/k8s_reporter.mdas a baseline so the directory and file exist going forward
