Render private-link health with human-readable labels

Summary

• render private-link health statuses as human-readable labels in table output
• map protocol enum values to: Unknown, Provisioning, Pending Approval, Healthy, Unhealthy
• keep JSON output unchanged
• add unit test coverage for label mapping
