Overview
In webpush, bumps react-scripts from 3.0.1 to 5.0.1 (with a matching package-lock.json refresh). That drops the unused transitive tmp dependency and pulls in a much newer Create React App toolchain (e.g. Webpack 5, updated dev server and test/build stack).

react / react-dom stay on ^16.8.6; npm scripts still use react-scripts for start, build, test, and eject. Worth verifying npm start, npm run build, and npm test after the major jump, and noting react-scripts 5 expects Node ≥ 14.
