Adds structured forms for the Ideas and Q&A discussion categories so that feature requests and support questions redirected from the issue chooser land in a consistent format. Also sets blank_issues_enabled to false in config.yml now that all issue templates (bug report, hardware request, build issue) are available in the preceding PRs in this series.
