Defines rpm-repo-sets (azl4-beta, azl4-dev, koji-build-deps) and standalone Fedora 43 repos, and wires them into 4.0-stage1 (Fedora + Koji build deps) and 4.0-stage2 (Fedora + azl4-beta) rpm-build/image-build inputs.
