This is an automated cherry-pick of #22464

First-time contributors' checklist

What is changed, added or deleted? (Required)

Add dev-guide-time-to-live.md in the /develop folder, because "time-to-live.md" could be version specific, while dev-guide-time-to-live.md only provides some basic information for development purpose.

Which TiDB version(s) do your changes apply to? (Required)

Tips for choosing the affected version(s):

By default, CHOOSE MASTER ONLY so your changes will be applied to the next TiDB major or minor releases. If your PR involves a product feature behavior change or a compatibility change, CHOOSE THE AFFECTED RELEASE BRANCH(ES) AND MASTER.

For details, see tips for choosing the affected versions (in Chinese).

  • master (the latest development version)
  • v9.0 (TiDB 9.0 versions)
  • v8.5 (TiDB 8.5 versions)
  • v8.1 (TiDB 8.1 versions)
  • v7.5 (TiDB 7.5 versions)
  • v7.1 (TiDB 7.1 versions)
  • v6.5 (TiDB 6.5 versions)
  • v6.1 (TiDB 6.1 versions)
  • v5.4 (TiDB 5.4 versions)

What is the related PR or file link(s)?

Do your changes match any of the following descriptions?

  • Delete files
  • Change aliases
  • Need modification after applied to another branch
  • Might cause conflicts after applied to another branch

Summary of Changes

Hello @ti-chi-bot, I'm Gemini Code Assist1! I'm currently reviewing this pull request and will post my feedback shortly. In the meantime, here's a summary to help you and other reviewers quickly get up to speed!

This pull request enhances the TiDB documentation by introducing a dedicated developer guide for the Time To Live (TTL) feature. This change aims to provide a clearer, more focused resource for developers on how to implement and manage data expiration, separating development-specific details from the general TTL overview. The update involves adding a new document, adjusting internal links, and refining the title of the existing main TTL documentation.

Highlights

  • New Developer Guide for TTL: A new developer-specific guide for the Time To Live (TTL) feature has been added at /develop/dev-guide-time-to-live.md to provide basic information for development purposes.
  • Documentation Structure Refinement: Existing documentation links in TOC-develop.md and develop/dev-guide-delete-data.md have been updated to point to the new developer guide, improving the organization of TTL-related content.
  • Main TTL Document Simplification: The main time-to-live.md document's title and heading were simplified to 'TTL (Time to Live)', likely to serve as a more general overview while the new guide handles developer specifics.

🧠 New Feature in Public Preview: You can now enable Memory to help Gemini Code Assist learn from your team's feedback. This makes future code reviews more consistent and personalized to your project's style. Click here to enable Memory in your admin console.

Code Review

This pull request adds a new developer guide for the TTL feature, which is a valuable addition for developers. The new documentation is clear and provides a good quick start. However, I've found a critical issue in TOC.md where merge conflict markers are present. This must be resolved. I also have a minor stylistic suggestion for the new markdown file.
