docs(spec): remove deprecated Italian keys

Drop the deprecated IT keys ahead of the 1.0 release: the conforme section and riuso/codiceIPA. codiceIPA was the only key under riuso, so that section goes too. The reuse catalog now uses organisation/uri.

This is now marked as a breaking-change proposal to the standard proposal to the Standard. This targets the upcoming v1.0 on the 1.0-rc branch.

Example of breaking changes are removal of keys or changes to key types.

The next eligible voting round will take place on May 30, 2026
