This adds new soft-deprecations for 3.14 (python/cpython#120744). My assumption is deprecating across all versions will lead to an extremely large number of failing type-checks, which is why I'm opting for >= 3.14. However, I'm also happy to make these unconditional based on version if we think that makes more sense.
