Enable ethernet functionality on the Talos EVK IQ6 board. This is pending upstream submission as the issues around Talos Ride SX are still open. They need a resolution and then IQ6 enablement will be a leverage on top of it. The change is pretty much identical to the FROMLIST change for Talos Ride SX, with a couple of changes in the GPIO and PHY address.
