Changes the veraPDF download URL to use a quarto.org redirect instead of the direct S3 bucket URL. This provides: - A cleaner, shorter URL for users - Central version management via the redirect - Consistent URL pattern with other Quarto downloads The quarto-web redirect must be deployed first for this to work. URL now uses `/verapdf/<version>/<filename>` format to match the wildcard redirect in quarto-web. When updating veraPDF, only kDefaultVersion needs to change. Co-Authored-By: Claude Opus 4.5 <noreply@anthropic.com>
