feat: [dash] a tui for railway dashboard

As it is in today's day and age, it is ofcourse >80% AI generated code, but 100% of it human-read and human-reviewed before the PR. Anyway there are few things that is worth cleaning up too. But this is more of a vibe check on whether there would even be interest in merging this ?

Few points to note:

• why? well I saw metrics and file browser TUIs added, and once ratatui is included, why not?
• size of the PR is large, and I am aware
• it does touch some existing code, like the logs parser. I have made sure existing tests are working, and obviously manually extensively tested too.
